Yes, it's clear. You want a VI (a function, a program, whatever) to run ("exhibit it's functionality") without actually running it...
That's not the way programs work. They have to be in execution mode to "run"! (That's not a LabVIEW problem, it is a general problem for any programming language.)
What kind of users work with your program? First they stop your program, and later on they expect something to happen even when the program has been stopped?
