You can write one in LabVIEW in about 30 minutes. May NI can help. .... wait  a  minute ...

The mechanism that determines whether you get blue bars or regular bars is broken, and has been for a long time. There have been several cases where people who are not affiliated with NI somehow get identified as NI employees and get blue bars.
As to the question: It doesn't make much sense. What do you mean if there's a "TCP" or "HMI" that has six serial ports? TCP is a completely different communication protocol from serial. And HMI is USB. I'm guessing you're asking if there's a way to have serial ports for a computer that has either an ethernet interface or a USB interface. The answer is yes. NI has several. Ethernet Serial Interfaces, USB Serial Interfaces.

I thought HMI, used in this context, was Human-Machine Interface, perhaps colloquial for GUI. (??)

I figured they were talking about a touch panel computer such as TPC-2006. I don't think any would come with 6 serial ports. PC's are lucky to come with 1 serial port nowadays. The cost for 6 ports (including back panel space) considering hardly anyone would require that many ports would be ridiculous.
An ethernet based serial port sytem, or one that uses a USB to multiple RS-232 ports should be used and connected to the touch panel computer.
