What do you mean by a 3d.vi?
Are you just wanting to display a jpeg image on your front panel? If that's the case, you can just click a drag a *.jpg file onto the Front Panel.
If you're wanting to do this programatically, you can use the Graphics Formats and Picture Functions VIs to read, create, edit, and save images.
