I think NIPM requires elevated permissions to run in the first place.
So after uninstalling everything, you got the error pictured, and now it is back to crashing silently again?
Sadly, the only suggestion I can think of is to uninstall everything NI related (again). Make sure you clear out the product cache as I suggested before, as well as anything left behind in Program Files/National Instruments. Then download the (rather huge) offline installation package for LabVIEW and try that. It should at some point prompt you to select optional components: uncheck everything so it (hopefully) only installs required components. (Even if you need those components, they can be installed later.)
Even the "offline" installer uses the package manager... I'm not certain if a traditional standalone installer is available anymore.

i may be a step closer because i had to give admin-rights to "temp-folder".
but now i still get (other) errors while installing, more specific about the drivers i guess
for example:
when i de-finch to install the specific driver, the error pop up comes again but about another driver.
It is strange however that Package Manager tries to install those drivers in 'public', how can i change this?

i did try to deinstall - reinstall for a couple of times now, install seperately, offline download and so on...
but i think the problem was something with "acces in 'temp-folder'
however, when that was done, the installation worked better i thought, but then new errors appeared. This time, about the drivers
when i definch to install that specific driver, the problem arises again but about an other driver.
How come Package Manager wants to install those drivers in this 'public' map, and how can i solve this?

I took a look at my public folder and it has TONS of stuff from NI in it. I've never tried to install LV as other than a full rights admin, so I don't know if that is why I was successful or not.

I am admin of my pc, but there was nobody/nothing that had acces to the temp-folder anymore (properties - securtiy - names... was empty). Don't know how that could have happened (probably sometime before already) but i think that was the clue.

I don't think it's really trying to install the drivers there, but that is where it puts the documentation files.
I'm not sure if there is any way to change that, but is it possible you have some similar misconfigured permissions issue in that location as well? It seems that all of the errors have to do with creating folders in that location, so perhaps that is the case. (Was any NI software ever installed on this machine using a different user account?)
Worst case if you need those drivers and you cannot resolve the issue, you could try creating that folder structure manually and see what happens then. (Assuming it is indeed not there.)
