If it's crashing while the Init Menus is being displayed, it's a good bet that one of the menu file (*.mnu) is corrupted. The *.mnu files are teh palette view definition files. In this case, it appears that the PID menu is the culprit.
You could try deleting the menu file for the PID toolkit. Look in "...\National Instruments\LabVIEW 7.1\vi.lib\addons\control\pid" and you should see a file named "dir.mnu". Delete this and try starting LabVIEW. If it still crashes, restore that file and go to "C:\National Instruments\LabVIEW 7.1\vi.lib\addons\control" and delete teh "dir.mnu" file there.
Let us know if that works. If it does, we'll have to manually add the PID tools back into the palette so you can get at them.
