No. I think the RGT became available with less expensive LabVIEW suites as of 2015.

You can scroll down to Report Generation for MS Office to see it's still only Pro. (Suites include pro if they have the DS instead of one of the packs).
Prior to 2014, it was an addon you had to install separately. In 2014, it installs with LV and includes a trial period for all non-pro users. It activates for pro.
It's not a big deal. It's just pointing out if we're seeing it's 2015 (and not pro), we can't simply state they certainly have access to the RGT.

You are probably right. I thought I had read in the forums, a few times, that it was now more available to LabVIEW users. I'll have to find it to see if I'm remembering correctly.

Now these are all Bob Schor posts. So the reinforcement of the idea might actually just be based on a single source. If I could find another source to confirm this, I'd be happy.

I recall learning that the RGT was included in LabVIEW 2015. I assumed that meant "for all versions". My apologies if this was only for LabVIEW Professional -- this is the first time this detail has been mentioned (that I know of) on the Forums.

He's likely just making the assumption that most have Pro or a DS or misunderstood the change in 2014. It's pretty clear on the LV page the RGT is an addon for full/base (does anyone actually have base?)
It's not a huge deal. It's just not something we should be telling people they definitely have when it's not entirely accurate.

What you see in the screenshot is a snippet ( http://www.ni.com/tutorial/9330/en/ ). It is a png file which also include the VI itself. Save the picture to your PC, and drag&drop into an empty LabVIEW block diagram to get the VI.
edit: after proceeding as I wrote above, and LV tells you cannot find the RGT subVIs, then you do not have the RG toolkit. What LV version do you use (Full, Pro, version?)?

If you have LabVIEW Pro version, it comes free. I guess otherwise you have to pay for it...
