There is no separate installer for MAX available for download, as far as I know. It's included with the installation of LabVIEW and other drivers, such as VISA and DAQmx. Those will have the MAX version that's required, so you're better off installing the driver package you need.
Is there a particular reason you're looking for MAX 4.6?
