Please enable MSI logging as described here, try to run the offline installer again, and post the logs here.

That is only a higher level log. As this appears to be a MSI error, the MSI log will be the most helpful. Including all of the logs here would be the best:
C:\Users\<username>\AppData\Local\National Instruments\NI Package Manager\Logs
but do at least include the logs in the \WinInstMSI folder.

Unfortunately, that folder doesn't include the \WinInstMSI folder. However, it's possible that the MSI logging option wasn't available in the NIPM 17.0 version you are running currently. As such, download the offline NIPM installer from here, using the "Install Offline" button on the bottom right, then scrolling all the way down to version 2022 Q4, which is the latest - and try to install that.
