problem instaling NI package manager

Hi, i'm trying  to install Labview 2018 on my company laptop,

(OS Name Microsoft Windows 10 Pro Version 10.0.17134 Build 17134)

We want to evaluate the software and in case buy licences to use it. I got stacked at very early stage of the installation. I have downloaded ni package manager from the fallowing link:

right click, (run as administrator)  I get  the error in the attached  screenshot after few sec.

any suggestion?? thanks for the help

There is another report in the Forums on this matter here with a possible "fix".  I'm going to bring this to NI's attention (but they probably already know about it ...).  Sigh.
