"peel" an array

Hello I tried  to achieve this but I didn't found a proper solution yet.

I want to delete a certain number of the first and also the last rows of a 2d array. the number should be selectable by the user.

e.g.  an 2d array  with 10 rows. the user selects 2 and the 1th,2nd,9th and 10th row are deletet.

the same with the columns.

The idea is to "peel" the borderpixels of an image. the user can choose how many borderlines are deletet.
