I am not sure about the context of your question. Are you developing with Windows or are you using LabVIEW Real-TIme Module with a Real-Time Device? Are you trying to actually develop a program that acts like a clock or interested in using an operating system clock for timing?

In order to poll the system clock you can use Get Date/Time VI.

You also directly access the System clock from the BIOS in LabVIEW using this document
