Sorry, the solution with one loop and using the reminder of # cycle is obviously easier, but I have been using labview for a couple of week, and i wanted to  learn how to work with parallel task. What about creating e subvi led blinking at variable rate with on-off  and blink-rate input ?

you could develop a functional global variable, like the attached example, to implement blinking in a subVI.
