tip strip duration varies from computer to computer

I have found, to my dismay, that tip strip durations vary from computer to computer. All the computers at my current location display tip strips for approximately 5 seconds. When I send my LabView application to our Chicago office however, the tip strips flash on and off far too quickly for anyone to read. I have gathered from reading the discussion messages that there is no LabView control over tip strip duration. What changes to Windows should I advise the folks in Chicago to make to extend the tip strip duration?

Please ignore the original posting. I have since discovered what the users in Chicago were reporting is just the behavior of the tip strips when the mouse is passed quickly over the control. The strips flash on and off, quickly.
