Sadly, still happening in 2025. Even though its licensed, LabView launch wouldn't progress past the license request for the application builder. It's not an add-on that I selected and couldn't be removed with the NI Package Manager.
Manually removing the license from the folder finally did the trick. I only lost 30 mins of time, so could have been worse... Thank you for all who posted about it.
