Is there a way to unlock a front panel with no menu items available?

I cannot get to the diagram at all nor any other menu items that would normally be there (File, Edit, Operate, Tools, Browse, Window, Help).

Create a new VI.
 
Drop the offending VI on the BD of the new.
 
do a "ctrl-double-click" of the icon you just dropped.
 
If the VI is not locked and it has a diagram, that should show you the diagram.

Or maybe it has been built into an exe with a custom window appearance that has all those options removed?

 It's probably a VI built to an executable with customized front panel. Besides, you cannot view the block diagram of an executable.
