vi server as a menu

I have created a test set that has a main menu set up with the VI server  for controlling the calling of other VI's locally(on the same computer) I have done everything the on line help has said to do in order for it to come up running on opening and they still do not come up running when called from the menu. I must have missed something simple in setting this up. Can anyone help?
