sorry I mean "Launchable at windows start" = "can be started in the same time as windows start"

Do you want to start the service "NI system (or Application) Web server" before logging into user account?

Or do you want to start your executable (with web interface) after WIndows starts? https://support.microsoft.com/en-us/help/4026268/windows-10-change-startup-apps

Note on the second option, it seems they want to allow registered apps only.

step #2  "Right-click the app, select More, and then select Open file location. This opens the location where the shortcut to the app is saved. If there isn’t an option for Open file location, it means the app can’t run at startup." I would try to create shortcut for the file manually and specify it on the next step.

Are you sure the OP isn't looking to launch something simply using the Task Manager?
