DAQ-STC: Measuring the Period between Successive Rising Edges of a TTL Signal (Easy-Level VIs)
It won't open because whoever created that Developer Zone article last updated it Sept 6, 2006 using a very old version of LabVIEW (5.0.1). You need LV 8.2 or older to be able to open it. It also uses the traditional DAQ drivers which means it is quickly becoming obsolete.

I still don't understand why you don't look at the examples that come with LabVIEW. There are several for period measurements.
It should be pretty obvious but Help>Find Examples and then expand Hardware Input & Output>DAQmx>Counter Measurements.

Hi Dennis,
I certainly have looked at the examples in the Labview 2011, but, really, what I am looking for is something more along the lines of a tutorial to help me understand more details about the features and parameters that I should know about to make the VI do what I want it to do. My understanding of counters is pretty rough at the moment, and I need to get up a learning curve. The examples in Labview 2011 may be functional, but, the supporting explanatory docs are somewhat thin. Additionally, I am using one of the examples, but, getting values that make no sense, and spent a long time on the phone today with an NI engineer and we failed to identify the problem. In fact, we are seeing the same problem in a MAX created task as we see in the examples, so, I am really hungry to learn at a more rudimentary level about these things. I guess I am thinking more and more that it may be hardware related, since we are seeing the same error in MAX as we see using the VI, so, I have contacted the sensor hardware maker to find out if they can offer any wisdom on our problem.
