windows 10 compatability

If a VI was developed on a Windows 10 OS could it be executed/operated on a Windows 7 OS?

Most likely yes.  But always test where possible.

You should be using LV 2015 to develop this application.  You'll find 2015 has Win7 support.  It's expected to work.  But as crossrulz points out, testing is always your friend (even from Win10 to Win10)

In stalled LabVIEW 2015 RTE onto Windows 7 embedded controller.  Downloaded simple VI that was developed on a Windows 10 system the VI worked as expected.  Now I will develop a VI that will exercise the ADC, DAC and GPIO custom interface.
