An unexpected licensing error has occured

After reinstalling CVI 8.0.1 on my PC the message "An unexpected licensing error has occured" appears. CVI will not be executed. I can´t find the NI License Manager (NILM) to fix the problem. What´s the problem ?

After reinstalling the license Manager by hand I managed to bring cvi to work again

while Installing Ni package manager In select option it can show "NO Operations can be performed."

And in multision 14.2 open An Unexpecter licensing error has occurred
