Find which application or device that occupy one of the serial ports

Occasionally one of the serial ports is occupied by another process and
cannot be opened by the cvi application. This happens if there is heavy
traffic on the port while the machine is booting. Is there an application
out there that can be used to find out which process that has already
occupied the port? I have used the /fastdetect switch to avoid that w2k
thinks that it is a mouse. Is it possible to use some of the built-in tools
to sort it out ? (W2Ksp4 cvi7.1)
