How can I create a transparent panel?

Setting the background color of a panel to transparent doesn't make a panel transparent?!
 
Putting a canvas on the panel and setting its background picture color to transparent only makes the canvas transparent to the panel, not to the rest of the screen.
 
Any of you any idea on how to do this?
 
The reason I want a transparent panel is because I want a parent panel where I can move the child panels around, but any "childless" space should be transparent to the rest of the screen.

Not sure if this is any good to you, but there is a weird sample at c:\Program Files\National Instruments\CVI70\samples\sdk\winshape.cws. One of the sample panel shapes is a hollow ring, revealing the screen behind it. I haven't looked at it in detail but possibly you could use similar techniques for your application?
