How to detect than menu bar is open?

My application uses small top level panel to display tooltip information. It
works fine, looks better then tooltip library from tooltip.fp. Unfortunately
there is one mistake. I don't know how to detect that menu bar is open, so
I'm not able to block tooltip information and tooltip panel appears over
menu (from timer callback).
