How to gate counter 0 with counter 1 on PCI-6602

Using the PCI-6602 counter and GPCTR functions. I am trying to set up counter 0 to event count for 1 second using the output of counter 1 and inputting it to the gate of counter 0. How do you direct counter 1 output to gate0 of counter 0 with functions or do you have to hard wire it on the terminal block?
