I develop software ion LabWindows/CVI for Lab-PC board, but the device isn't currently installed on my computer.
How can I test my application? Is there any driver simulation for Lab-PC or similar DAQ board?

No, there is no device simulation for our DAQ hardware. You would have to modify the program to generate simulated data instead of reading the board.
