I like to know if is possible to run a CVI application on WindowsCE pattform? Is an application that uses TCP-IP and RS232 library.

NI says no.
Click here or here for responses to similar questions asked since CVI 6.0 came out.
If you go to this forum from NI's site, they have a search utility. If you search for "WindwsCE" you'll find these two references.
