I have an impression that LabWindows/CVI is listed in NI's front page as LabVIEW.
But it's not.
You have to click into Products & Services to find LabWindows.

Aren't you aware that NI is "the LabVIEW company"? Major efforts on innovation and advertising are on LV and this is something we can do little against.
This reflects in the amount of posts in forum boards (and possibly in relative share of total seles too )
I have been using NI products from a couple of years, and in my experience CVI pioneered only the online activation process (a NI sales representative informed me that CVI was taken as a pacemaker due to it low number of installs, like "if something goes wrong it will affect a small number of users").
But it is to be said that NI support on CVI is as good at the one on LV, even though you will need some time in finding the right person to speak with.

I agree. It is clear that LabWindows/CVI is very much the poor relation. This is especially true with some of the add-ons. In my case, the imaging module. There was some really interesting stuff added in the 2011 release for LabView: Particle Tracking and 3D binocular vision, but the CVI version still does not have those new functions. I have had to tell my local rep that our 2014 maintenance renewal could be in doubt. I have to justify the spend to management, and will have no answer if asked "What new functions do we get for our money?"
As a veteran of many an ISA bus configuration war in the 1980's, I really like the National Instruments vertical integration between point-of-sale, hardware, drivers, programming environment and design/manufacturing, because they have real ownership of all the integration problems.
I like CVI, and am baffled by LabView. Surely there is something seriously wrong with any system where a large part of the professional exam involves guessing what the little pictures do! I just wish NI would invest more in improving CVI.

Anjelica, I seriously doubt that mentioning CVI in site homepage is an argument for the idea exchange!

Maybe there are more LabVIEW users than LabWindows, but it doesn't mean LabWindows is less powerful than LabVIEW. Why does NI want to "demote" LabWindows/CVI and not to attract more CVI users? Why does NI decide not to further expand the market of LabWindows/CVI?

As mentioned by D_Biel in your post, we value the input we receive from the Idea Exchange, but there is a balance among various sources of feedback including bug fixes and compatibility. It can take time, but features do get implemented as shown with the release of CVI 2012. There may be more ideas than we have the bandwidth to implement, but I definitely think that the Idea Exchange is a step in the right direction, laying a foundation we can build off of for receiving user feedback, but with anything there is still plenty of room for improvement.
