Text coding problenm in the newsgroup posting

I keep getting the messages from the labwindows newsgroup with the " "
characters instead of new line.
It is really annoying since the messages are barely readable. What is the
problem?

I could not find any setting in my newsreader (outlook express) that
corrects this error and I have no such problem with other newsgroups.
What is the problem?
