The problem is when the panel has scroll bars,
moving them causes the toolbar to move, and I
want to use scroll bars and toolbar attached at
the menubar.

This is a good point. Our toolbar control doesn't handle scroll bars on panels properly. I will let our developer's know that the toolbar should be updated to stay attached to the menu and ignore panel scrolling. I can't think of a workaround for this without editing the toolbar control code in toolbar.c.
