Unable to create installation file - Template.ini - HELP

Hi please can anyone advise me how to fix this error?

All of a sudden, I can't create a project for me. I uninstalled and reinstalled LabWindows / CVI and the error persists.

Creation hangs.

It's very important to me.

I also have LabView installed, so I didn't want to uninstall it.

I fixed windows, uninstalled all NI elements via MSI blast, and also removed all NI elements in the registry.
The problem still persists.

Anyone know how to do it?
