When I use installshield to distribute, i get error 2705 with merg modules

If I try to include CVI 8.0 Merge modules in installshield developer 8.0, i get "Internal Error 2705. Directory"   I am not using any languages aside from English and it is just a very simple installation.
 
the merge modules included are ivipaths, the runtime engine, mkl.msm, activex container, nianalysis dll,
ni installer utilities, niMesaDLL, VC User CRT71 RTL X86, VC User STL71 RTL X86.
 
I have tried everything to fix this, but it seems like the problem is caused the activex container or one of the modules dependent on it.

by the way, yes there is a program files folder defined in the table, so that is not the problem.   Also NiMetaUtils is included (these are 2 problems that i heard can cause this)

Hello gbedford,

So in order to further debug this situation, would it be possible for you to post your MSI file so we can take a look at it and see which directories are being populated incorrectly.  If you cannot post this on a public forum, please email it in to us at ni.com/support (Option 2: Email NI) which will creating a service request on the issue.

I sent my project through the email form.  It is an IS 8 project

Hey gbedford,

I did not realize you had posted it on the ftp because you had said you emailed it in.  Could you please repost it, and also do you have the service request number that you sent the email in under?  Just post here after you have posted it on the ftp.  The folder was installshield and the ftp is ftp.ni.com/incoming.
