Why my windows can't maximize and minimize?

There is not maximize and minimize buttons on the title of windows. It can been resize neither. But I selected the "sizeable", "can maximize" and "can minimize" options in edit panel window. I don't kown the reason. Hope your help. Thanks.

Those thongs does not work on child panels ("windows").
