What exactly does the error say? Does the splash screen for the installer ever get displayed (it contains the installation options and says Measurement Studio on it)? Do you actually have a release copy of Measurement Studio or is it a beta copy? Can you find the mfc42.dll in your system directory?
There are only a few reasons why this might happen during the installation of Measurement Studio and providing more information along the lines of the questions I asked above would help greatly. You can most likely solve any problems that the installer is having with this dll by updating the version of the file on your computer. You do this by visiting the Windows Update site, a link to the library update that specifically targets Windows 98 is shown below (you
can try the update linked to on this site to update mfc42.dll):
