We found a bug in the localization utility, just as you reported it. The error occurs when one attempts to translate the label of a label/value item (such as those of a ring control or a list box) whenever its corresponding value is of type string, and the string is empty.
I apologize for the problem. It will be fixed in the next release. For now, the only possible workaround for you is to avoid use blank strings as ring item values (the labels can be whatever you like...)
