mcDatabaseOpen returns -301141, why?

I am running Labwindows CVI 2012.  I am attempting to open an A2L database to be able to access characteristic and measurement names for reading and writing.  When I attempt to open the database via mcDatabaseOpen, the function returns a -301141.  This does not occur on the development system where it works fine, but only occurs when I attempt to install the exe on a non-development system.  Any idea what I may be missing in my installation?

I believe that error refers to a missing DLL. Check that all the dependencies are being included in your build.

Thank you.  Yes, the Measurement and Calibration DLL was not included.
