unable to open uir file

I have CVI 7 set up on my laptop and my desktop.. Both running XP (with all
the updates)
when I create a project and a uir file on the desktop and save it, and copy
to the laptop, I can load the project or the files individually, except the
uir file. The uir editor can not open the user interface file it stops with
the followning message:
Unable to open user inerface resource file "pathname of the uir file"
(The attribute value passed is not valid).

This is a new phenomenon, and experience it since I installed (and
unistalled) a version control software (hte software was the "Librarian", I
did not like it) on my desktop PC.
However I can not find any setting that is changed byt the Librarian
(options:Environment:Source code Control). Copiing in the
opposit direction
(projects that I copy from my laptop to the desktop PC) are not affected,
work just fine.
What is happening, and more importantly how can I remedy this problem. Has
the registry been changed?

Without seeing the file, it's hard to tell. But there is a known bug that affects loading .UIRs that contain table controls *without any rows*. Is this the case with yours? If so, and if you also have the Resolution Adjustment of the panel set to a non-zero value, then you would see the problem I'm referring to whenever you attempt to load the .UIR in a computer where the display resolution is different from the one in which it was saved.

Let me know if this is not the case, and we'll try to figure out how to proceed from here.
