who can give a Test GUI that manage the test process? i heard that a lot of Testing Project use this kind of interface,so TestStand is not needed at all

It sounds as if you may be using TestStand and that you may be referring to one of our operator interfaces. Let me first point out that if this is the case then you should make sure to post any future questions in the TestStand thread as you will get much better answers in this location. If you are looking for the CVI operator interface which gives you a project to run your TestStand sequences without the use of the TestStand sequence editor, it can be found in C:\Program Files\National Instruments\TestStand 3.1\OperatorInterfaces\NI\Full-Featured\CVI. If you are trying to use the property loader with a database, the best example to take a look at is C:\Program Files\National Instruments\TestStand 3.1\Examples\Database\PropertyLoader.seq.
