Advice before buying license

In my case I have one SCADA computer that is used by operator in plant and 3 other computers that need to be able to monitor the same process as operator but connection is over the internet.

So as I think I need one development license for developing this system (and it stays with me afterwards), one runtime for the operator computer and on the same computer 3 client licenses.

Am I right?

Sounds like you got it
(1) Dev/Run for yourself
(1) Run for client
(1) 4 client license pack
(3) Free Clients or Webclient

If this is internet accessible, i would suggest making the clients web based.  It helps maintain a common code base, no updating other machines.  And you can have additional security at the web server level.
