I'm not sure your question really qualifies for an answer (depending on what your are really trying to find out)....however:
Lookout licensing is soley based on what you do with the machine it is running on and if clients are connecting with it, and has nothing to do with where the machine is located.
So, if you want to develop and connect to devices, you need a full development license with required number of I/O , etc. If you want to develop (modify) but not connect ot any devices then you don't need I/O attached to your license and it will be cheaper (maybe..call/email your NI Rep). If you can go without development at home..then runtime is all you need. The web client and runtime client are free for installation and running, but the server you want to talk to must have the client licensing attached.
Technically, you "could" connect directly to some driver objects from home (via TCP/IP), but for the most part "home" use is either a client or a development machine without actual device connections (for security reasons for example). NI does have a developer starter pack priceing, etc and there are web pages linked off the lookout site for configuring and pricing your license needs (Upgrade Advisor). Just go to the NI home page, under software products, scroll to Lookout
Just browse here: http://sine.ni.com/nips/cds/view/p/lang/en/nid/12511 and use the left side-bar to browse for licensing and pricing. No secrets here...all quite clear really. The Upgrade Advisor link is in the middle of the page

Now, what is valid for Lookout 6.0 of this?

From the NI Software License agreement:
"Home Usage Exception. Notwithstanding anything in this Agreement to the contrary, if you are a business or other entity, the primary user of the single computer on which the SOFTWARE is installed and used as authorized by the applicable license may also install and use the SOFTWARE on one computer located in such user's home; provided the use of the SOFTWARE on such home computer is limited to work performed in the scope of such person's employment with you and further provided, such person promptly deletes the SOFTWARE from the home computer upon the termination of his or her employment with you."
This would imply you could duplicate any type of purchased license at one persons home. I'm sure it does not intend production use from home however (I didn't read the whole license, but it is not Lookout specific).
