How to dial out using a cell phone

I know Lookout can dial a phone using a modem, etc. Can it be done with a cell phone? How?

With my Motorola (NEXTEL) i use a usb cable to connect to the PC, it acts as a modem with a COM port. I can use standard AT commands to dial.
