Hello, I have installed the Lookout 6.7.1 on a Windows 7 machine. When I run it, it says that I have to open all of the .LKS Files so they can be recompiled. I did that, but every time I go into Lookout it still wants me to do this. It doesn't seem to save the new compiles. How do I get around this? Also, when I log into the Administrator Account I don't get the option to edit the panels.

You do not have a development version.
Check the license manager.

I checked the License Manager and I only have the run time license. However, when I try to activate it as Developer it doesn't work. I called Technical Support and they can't get me the correct activation code for the 6.7.1 Developer License.

All you need is a working version of lk-6.7.1's cbl.exe
You might be able to use the full development evaluation copy (download at FTP site) to recompile them also, but not sure if that is limited with the trial license. Try the command line with cbl.exe after you install the trial. My guess is it will work.
