MODBUS Ethernet Writing Invalid Data

So we have a new anomaly that just started happening on another system.

We have coils we monitor in the PLC that tell state of the site security/intrusion detection that are "latched" in memory.  In addition we have other coils that are used to set the mode of the input or output (Off=N/C, On=N/O).  If we have an object connected to the coil (016404, 016405, 016406, etc.) all is well.  But if we close the panel that has this connection (Switch with Remote URL through Symbolic link).  We get a 0/Off sent to the coil that is no longer actively connected.

If we leave the panel open, it works great.  Problem is this is this is more of a configuration tool and we don't really want it open all the time as we are polling things we don't need and is closed automatically to save bandwidth (some sites use serial radio).  This is 100% reproduceable and seems to only effect the Ethernet sites.
