lookout license issue

My unlimited development/run-time Lookout6.1 server has 10 client connections, but I can only have the five clients to connect it.  Can someone tell me why? How can I get back my client licenses?

I have not run into this issue myself, but have not connected more than 4 clients at any given time.

Lookout 6.1 had quite a few issues (6.2 was stable), this is not listed but should be installed also:

Does the license manager show Unlimited Client Connections as "green"?
