scrollbars on panels?

Is there any way to view the whole panel when using a lower resolution display?  Is it possible to have scrollbars on panels?  I am trying to do development on a laptop, but it's maximum display resolution is lower than on the target system.  I can't see parts of the panels that were already completed on the target system.

Don't maximize the panel.

Restore the panel, you will see the scroll bar on the Lookout main frame.
