At first it sounds easy, but it isn't. You have to select a camera with a high enough resolution to see the individual pixels of the TV, if this information is necessary. Double the resolution of the TV is probably a good starting point.
To avoid interlace problems, I would use a progressive scan camera and set the shutter time to match the cycle time of the TV. In the U.S., I would set the shutter to 1/30 of a second. In Europe, I would use 1/25 of a second.
