You can use a 1409 to acquire PAL video signals, but you will have to use StillColor to acquire the color information. This means that you won't be able to acquire moving objects and the frame rates will be slow.

A better option is the 1411, which will acquire PAL video in full color with the full, 25 frame per second rate.
