USB cameras with DirectShow support do not require a "framegrabber" to function with LabVIEW or the Vision Development Module, you simply need to purchase a copy of the NI Vision Acquisition software, see http://sine.ni.com/nips/cds/view/p/lang/en/nid/12892.  Note: the NI Vision Development Module and the NI Vision Builder for Automated Inspection include the NI Vision Acquisition Software.

I think what you're looking for is a PTZ camera (pan-tilt-zoom). These are often used in security and web applications.
