Frequency Counter

I am running an Oscillator circuit in MultiSim 9.  At the same node, in using a measure-probe, the measured frequency shows 250Hz; in using scope, the measured frequency is also 250Hz.  But with the frequency counter, the measured frequency displays1000Hz.  Please advise what would be the most appropriate instrument to measure the frequency accurately.
