Draw X axis on a custom location

Hi all,

I have a scattergraph and a horizontal scroll bar. The problem is that the scroll bar is located in the X-axis, above the X-axis and it is hidden some graph area. So what I want is positioning the horizontal scroll bar in the X-axis where X axis labels are represented but then the X-axis labels get hidden by the scroll bar so how to move the X-axis labels to a custom position, for example, more below.
