Did you disable your anitivirus software before reinstalling the package? It could interfere with the installation process.

In some cases it can be the cause of not installing some .dll files, so it would be good if somehow you could've tried it.
Also, as discussed here, run the installer from setup.exe, not the .msi file, with the administrator privileges of course.
